Professional Bio



Richard is Permitting Director for Tessera Solar and is Project Manager for the San Luis Valley 200MW Solar Project. Richard holds a Bachelor of Landscape Architecture degree from the University of Arizona, has nearly 15 years of environmental compliance documentation experience (both Federal and state), has been an expert witness, and has successfully permitted dozens of energy related projects in the western and southwestern United States including coal fired generators, natural gas generators, wind turbines, transmission lines, pipelines, roads, and receiving stations. Prior to joining Tessera, Richard worked for the USDI Forest Service, Dames and Moore, URS Corporation, and is a former US Marine. Richard is married to a wonderful Nicaraguan Goddess and is father to two children (13 and 15) and two step children (8 and 10). He is an avid farmer and bow hunter (long bow). He spends most of his time reading about energy markets, regulatory trends, and geo-political events.

Richard believes the world is currently on an unsustainable path and we as a species need to understand more fully our role on the planet as it relates to a powered-down future in light of natural resource depletion and limits to growth on our Earth.
